Description: La Unidad de Planificación Rural Agropecuaria (UPRA) calcula un índice de informalidad que permite estimar, identificar y delimitar áreas con posible presencia de informalidad en la tenencia de la tierra a nivel predial, el cual sirve de insumo técnico en el proceso de planificación del ordenamiento social y productivo de la propiedad rural del país.Para el cálculo del índice de informalidad, se tuvieron en cuenta los predios que cumplieran con cualquiera de los siguientes criterios: - Predios sin matrícula inmobiliaria en la base de datos catastral- Predios identificados con mejoras en predio ajeno dentro de la base catastral- Predios no interrelacionados en el Proyecto Interrelación Catastro-Registro (Icare)- Predios con falsa tradición registrada en el folio de matrícula inmobiliariaLos predios que cumplan con al menos una de las condiciones anteriores se contabilizan como predios con indicios de alguna situación de informalidad y, por ende, se suman dentro del número total de predios presuntos informales para cada municipio. De esta manera se conforma el índice de informalidad municipal en todo el país. La periodicidad de este índice se encuentra dada por la disponibilidad y el grado de actualización de la información catastral y registral. En este sentido, su cálculo no obedece a una periodicidad prestablecida, sino que se considera una herramienta de análisis preliminar sobre un momento concreto del país.
